Unionizing the banks?

CNN posted an article today stating that Citigroup will increase base salaries without increasing overall compensation. Citi still holds TARP money. 10 other big banks who have given back TARP money.
With government ownership and a pay czar regulating compensation, this sounds like unionization.
Will this really happen? Will this apply to top loan officers and executives, thus limiting the amount of money a person can make. Obama has targeted people who earn money.
Will tellers be paid more as well? Probably not. Tellers generally do not make very good wages. This restriction is apparently aimed at the top 100 earners. Targeting this group of people definitely sends a message of class warfare.
Maybe it’s just speculation and sensationalism; however, union dues come from salaries and wages, not bonuses. That’s why there is a big argument about bonuses at contract talks.
